Is it a threat towards Morrissey? A most disturbing piece of "art" What does 3:40 signify?
Vic Reeves is a fan, so I don't know why it would be a threat. 3:40 is the running time of the track.
Most of his art is similarly weird - I love this one:

It's explained elsewhere that the ones marked 'speed drawings' are literally done in the time the subject matter song takes to play. I don't know if it's traced, or if the guy is just really good - here's a partial video. I can't see any obvious signs of tracing, unless maybe he's pre-prepared a guide outline before starting?
