Why was Moz's criticism of Sadiq Khan's way of speaking offensive?

I've never understood why people took offense when Morrissey claimed that Khan can't talk properly.
If it's an issue of race, that's irrelevant to his diction as he doesn't have a foreign accent. He speaks like a Londoner.
Why then is it any more offensive than when he mocked Mary Nightingale's way of speaking in the 2011 Dermot o Leary interview? Or when he made fun of Marr a bit for pronouncing guitar without the "t"?

It's obviously a bit of a socially conservative view that people in positions of authority should speak with plums in their mouths? I don't see anything particularly offensive about that. Please explain.
