It can. Remember that one of Morrissey's all-time favorite musical idols, George Formby, played songs like this all the time...well, translated into World War 2-era Lancastrian dialect.

I mean on the one hand yes, there's certainly some kind of double entendre going on. One can interpret exactly how much and what about as they see fit.

I always loved this song, and Morrissey obviously did too as he released it as a single and played it several times on TV, and included it on his tour for that record..and yet barely over a decade later, he deleted it from the track line-up on the re-issue. Weird.

Great song.
 
It's supposed to be a pun involving the former Manchester United captain Roy Keane. When playing it live, he would occasionally swap out "window cleaner" for "midfielder" (Keane's position) and for the 99 tour in Ireland, he would change into their football jersey. Aside from that, I agree; it's just a simple song about a window cleaner.

You also need to know about the "Confessions" series of (awful) British films: Confessions of a Window Cleaner/ Pop Performer/ Driving Instructor/ from a Holiday Camp. etc. Not a patch on Carry On films, but you get the drift.

I'm not sure these are even double entendres, but as already pointed out the lyric is certainly slyly suggestive.
