There are only 2 Smiths songs and 1 Morrissey song on Rock Band:

You misread the information. There are 7 multi-tracks for "This Charming Man" and 14 for "Stop Me...". Each is a different part of the song (guitar, bass, drum, vox, snare, keys, etc), they are not instrumentals. By playing all the tracks related to a song together, you get a rough unproduced version of the song.
Some of these are backing tracks and mixed down into mp3s, others are just the individual instrument tracks for which you will need a sequencing program (Reaper is good and the demo is fully operational, just an annoying "buy now" box every time you open it). The quality varies from song to song, but they are all taken from the Smiths recording sessions. Some may be outtakes or dry tracks (no fx)--I forget which ones because it's been over a year since I really listened to them. Used to be in a Smiths cover band and these tracks were great at helping me figure out the guitar and bass parts. There are other backing tracks (drums,bass, no vox, no axe) for the smiths and morrisey tracks that were recorded by other musicians (no one affiliated with either the smiths or morrissey) that are posted here:
Now, at the above 2 links, quality varies drastically from song to song because you have different contributors using different methods. For example, the Morrissey tracks with vocals (will have blue lips off to the right) all suck because the guy tried to minimize the guitar track using just an EQ, so they all sound phasey as f*** and aren't enjoyable to listen to at all. If they don't have the blue lips, they are instrumental and played (or programmed) by different musicians. But they are all free so don't bitch about the gift you were given. If they don't appeal to you, then leave them be. They appeal to many others who enjoy them--especially those who play the guitar and sing.
