This could be an early April Fools' joke. Not really sure at this point. Not enough info. However, the article does state something laughable!

This really should be stopped. The light pollution is terrible and being forced to deal with bright images and advertising nonstop seems like a human rights violation to me. You should be able to make the choice to have some peace and things like this make that impossible.
