What's the "Rare Morrissey Sampler Promo CD"? Is it the "There Is A Light: Music By Morrissey/The Smiths (or something like that..)" Double CD sampler?

Nah, it's a single disc known as 'Morrissey Sampler'. Promo only, but not that rare, and issued without a front insert, which generally makes things less desirable. Stephane mentions it on his Burglary Years page.

The link above is pulled off the US site, it may not work for you if you are based in Germany. I'm not sure how eBay cross references items amongst different countries. If there is a particular item in which you are interested you might try a keyword search. Hope that helps.
