Most people he criticizes have, in his opinion, abused power, and in the case of the Chinese famously abusing animals en masse, he philosophizes that there could be deeply ingrained inhumanity in regard to animals within Chinese culture, which puts them (not Americans/Canadians/Brits etc. of Chinese descent, but the dog-and-cat-eating Chinese of the motherland) below (hence sub) the general animal rights standard that has been set among this species' developed nations.
