If you read about the problems that Peru has had, you will see that whilst the lockdown was long and severe, the demographic, political, and social nature of Peru means that the lockdown was not very effective because people were unable to 'socially distance' effectively. A combination of overcrowded households, poor working conditions, widespread daily use of markets for food shopping (40+% of Peruvians do not own a refrigerator and have to shop frequently), long queues to access banking facilities to collect unemployment benefits, and an under-prepared health service all contributed to a high number of deaths.
